Convergence: Mapping Mining Investment to School Need

Mining companies in South Africa carry binding legal obligations to invest in the communities around their operations, but there has been no consolidated view of the schools those obligations could reach.

Convergence, a new mapping platform, aims to address this by bringing together the locations of the country’s mining operations alongside its schools. It allows mining companies, their corporate social investment teams, government, schools and education organisations to see which schools fall within reach of a mine, how those schools are performing, and where support may be most needed.

The platform draws on the Department of Basic Education’s national school register and its most recent National Senior Certificate results, alongside published Social and Labour Plans. It covers more than 40 mining operations and the roughly 6,800 schools that sit within 50 kilometres of them.

The challenge is not necessarily a shortage of commitment. Under the Mineral and Petroleum Resources Development Act, every mining company is required to lodge a Social and Labour Plan as a condition of its mining right. That plan sets out, in writing, what the company will spend on education and skills development, in which communities, and over what period. These are not discretionary contributions but enforceable undertakings, and they are matters of public record.

What has been more difficult is establishing where, precisely, those commitments should be directed. A single operation may sit within reach of several hundred schools across more than one district, with widely varying levels of need.

Convergence is intended to be read from either direction. A mining company can locate its own operation and see the schools within reach of it, including learner numbers, quintile classification and recent matric performance. A school, district or provincial department can do the reverse, and see which mining operations are nearby and what those companies have already undertaken to do.

This platform is intended to support closer coordination between mining companies and the schools in their host communities.

By presenting proximity, need and performance together, the platform can also surface patterns that may be missed when these are considered separately. A district with a substantial mining presence may still contain schools that are both under-resourced and significantly underperforming.

Proteus Advisory notes that Convergence is an initial release. Subject-level results for Mathematics and Physical Science — of particular relevance to companies funding bursaries and skills pipelines — are not yet included. Social and Labour Plans are public documents but are not centrally published, and the platform does not yet reflect every plan.

The firm has invited contributions from across the sector, including mining companies, schools and districts, and any organisation holding a Social and Labour Plan the platform has not captured.
