Gauteng hosts a dynamic and rapidly growing ecosystem of independent schools and private education providers. While this diversity drives innovation and expands access, it also creates significant challenges around accountability, quality assurance, and regulatory consistency. The GDE sought to determine whether a formal licensing system could strengthen oversight while ensuring that every learner in the province receives quality education—regardless of their chosen provider.

The Gauteng Department of Education, together with Provincial Treasury, is now reviewing our findings to shape its long-term regulatory strategy. The proposed licensing framework is being considered as part of a broader initiative to strengthen oversight, improve learner outcomes, and promote equity across the education system. Our work has provided the analytical foundation needed to move from concept to concrete policy development.
